Reactivity of transition elements is related mainly to their ionisation enthalpies. As we move along 3d - series from Sc to Cu, ionisation enthalpies increase more or less regularly and hence, reactivity decreases almost regularly and hence, reactivity decreases almost regularly from Sc to Cu.
