Strong-I effect due to Cl decarboxylates chloroformic acid. It therefore, does not exist

Strong-I effect of Cl is very much neutralised by +I effect of ethoxy group and decarboxylation does not take place in chloroethylformate ester (No decarboxylation takes place.) Therefore, it exists
