In the case of chemisorption, why adsorption first increases and then decreases with temperature?

Chemisorption or chemical adsorption invlves the formation of bonds between the gaseous molcules/atoms (adsorbte) and to adsorbent. This requires specific activation energy which is normally quite high. Therefore, chemisorption is often eferred to as activated adsorption.
