Why do acids not show acidic behaviour in the absence of water?

An acid gets dissociated into ions only in aqueous solution i.e., in the presence of water. In other words, an acid releases `H^(+)` ions of shows acidic behaviour only in the presence of water. For example hydrogen chloride gas does not turn blur litmus red. However, hydrochloric acid an do so nice it releases `H^(+)` ions.
