Can the value of absolute refractive index of a medium be less than 1?

The absolute refractive index of a medium is the ratio of the velocity of light in vacuum to the velocity of light in that medium. Since the velocity of light in vacuum is greater than that in any other medium, the value of the absolute refractive index of a medium cannot be less than 1.
