Here it is important to note that linear momentum is a vector quantity and kinetic energy is a scalar quantity. Net linear momentum of the system can be zero when all the particles are moving and thus kinetic energy cannot be zero in this case. But if total kinetic energy of the system is zero then it is for sure that all the particles are at rest and so total linear momentum will also be zero. Hence option
