Explain why a neutral object can be attracted to a charged objec. Why can this neutal object not be repelled by a charged object ?

Yes, due to induction process the charged object can attract a neutral object. Charged object induces charge of opposite nature on any neutral object in a region in front of it and similar charge on other side of the object, which is farther from the charged object. Opposite charge is close to the charged object and thus the overall force of attraction acts between the two. Similar charge in relatively fur, on the force of attraction on opposite charge is even more.
