This is because the natural frequencies of short structures are higher and those of tall structures are smaller than the frequency of seismic waves. So, resonance is avoided in these structures. On the other hand, frequencies of medium-these structures. The amplitude of oscillations of medium-height structures becomes large and they are, therefore, more prone to collapsing.
