Why is electrical power required at all when the elevatore is descending ? Why should there be a limit on the number of passengers in this case ?

Electrical power is needed to prevent elevator from falling freely under gravity with large speed . The rope of the elevator has a load bearing capacity , so there is limit on the number of passengers even when the lift descending .
