Since escape velocity
`v_(e) = sqrt((2 GM)/(R^(2))) = sqrt(2gR)`, hence
the escape velocity is independent of mass of the body and direction of projection.
It depends upon the gravitational potenia, at the point from where the body is launched. Since this potential depends on the latitude and height of the point, the escape velocity depends on location. So, (a) No, (b) No, (c ) No (d) Yes.
