In chloroethane the C-Cl bond is highly polar, C is the positive pole and Cl is the negative pole. This makes the C atom susceptible to nucleophilic attack. On the otherhand in chlorobenzene and vinyl chloride Cl atom is bonded to an `sp^(2)` hybridixsed C and the `pi` electrons of Cl are involved in `p-pi` conjugation which gives the C-Cl bond a double bond character and also reduces the dipole moment of C-Cl bond. since the Cl atom of chlorobenzene is in conjugation with a benzene ring C-Cl bond is much less polar. owing to the +R effect of Cl atom vinly chloride undergoes `S_(N)` reaction in drastic condition.
