Why is glass considered a supercooled liquid ?

Glass is amorphous solid. But it behaves like a liquid. That is why, it is called supercooled liquid. It is observed that window glass panes of old buildings become slightly thicker at the bottom, which indicates the flow of matter (just like liquid) from the top to the bottom.
