No. As the light from a star passes through the earth.s atmosphere, it undergoes multiple refractions due to changes in refractive index in different regions of the atmosphere. Thus atmosphere refraction tends to bend starlight towards the normal and hence, the star appears slightly higher than its actual position as shown.
