Why does a flag (or ensign) flutter when there is strong wind ?

When there is strong wind ,the kinetic energy of air at the end of flag is more and hence according to Bernoulli.s equation pressure is low .The pressure at support of flag is a high . So due to pressure difference flad flutters.
