Why is the rate of assimilation of energy at the herbivore level called secondary productivity?

Secondary productivity is the amount of organic matter or biomass, produced at consumer level by any of the consumers. Therefore, biomass produced at herbivore (primary consumer) level is secondary productivity, biomass formed at producer level is primary productivity of ecosystem.
