`C Cl_(4)` is a non-polar covalent compound, whereas water is a polar compound.`C Cl_(4)` can neither form H-bonds with water molecules nor can it break H-bonds in water molecules. Therefore, it is insoluble in water.
Ethanol is a polar compound and can form H-bonds with water, which is a polar solvent. Therefore,it is miscible with water in all proportions.
