A four digit block from 0000 to 9999 means 10,000 numbers each number consisting of four digits . Therefore, total digit which we have to write is 40000. Since the total number of digits is 10 (0 to 9) , no digit is filled preferentially .
`implies ` Number of times we write 8=`(40000)/(10)=4000`
