Why does chlorine exhibit bleaching action only in the presence of water?

The bleaching action of chlorine is due to oxidation and is permanent. In the presence of water chlorine produces nascent oxygen which causes bleaching. The reaction is as
`Cl_(2)+H_(2)O to HCl +HClO`,
`HClO to HCl + O`
