It was given by Ernst Haeckel in 1866 and called it as biogenetic law. Ontogeny is the life history of an organism, while phylogeny is the evolutionary history of the race of that organism. It means, an organism repeats its ancestral history during its development.
e.g., During development, frog has a fish like tailed tadpole larva. Tail helps in swimming and it restpires by gills. Thus shows that frog has evolved from a fish like ancestor.
