In case of chlorobenzene C-atom of benzene ring is `sp^2`-hybridized and in case of cyclohexylchloride its `sp^3` hybridised. Now as `sp^2` hybridised C-atom is more electronegative than `sp^3` hybridized C atom. i.e. Clin chlorobenzene will attract the electron pair less than in cycohexylchloride, i.e. Bond length is less in chlorobenzene.
