Explain that `SO_2` can act as an oxidising agent as well as a reducing agent, but `SO_3` can act as an oxidising agent only.

The minimum oxidation state (O.S.) of S is -2 while its maximum O.S. +6.
In `SO_2`, the O.S. of S is +4, therefore, it can not only increase its O.S. by losing electrons but can also decrease its O.S. by gaining electrons. As a result, `SO_2` acts both as a reducing agent as well as an oxidising agent.
