Explain that `SO_2` can act as an oxidising agent as well as a reducing agent, but `SO_3` can act as an oxidising agent only.

In `SO_3` the O.S. of S is +6 i.e., the highest O.S. therefore, it can only decrease its O.S. by gaining electrons. As such it acts only as an oxidising agent.
