An element reacts with oxygen to form an oxide which dissolves in dilute hydrochloric acid. The oxide formed also turns a solution of red litmus blue. Is the element a metal or a non-metal? Explain your answer.

The element is a metal. Taking the example of sodium metal, its oxide will be `Na_(2)O`. It dissolves in dilute hydrochloric acid as follows:
`underset("Sodium oxide")(2HCl) + 2HCl to underset("Sodium Chloride")(2NaCl) + underset("Water")(H_(2)O)`
`Na_(2)O` as well as all other metal oxides are basic. For example, `Na_(2)O` is basic because it dissolves in water to form NaOH which is a base. Basic oxides turn red litmus blue.
