Gas explodes inside the rocket. This exploding of gas exerts a force of each side of the rocket . The forces shown in this picture are representative. With an explosion, there will be forces in all directions

All the forces exerted on the rocket are balanced by forces on the opposite side, except the force opposite to the open side. This force acting on the upper surface is unbalanced. This is therefore the resultant force acting on the rocket and it makes the rocket accelerate forward.
