Petrol tankers along the highways often have metal chains attached to it and that drag along the road. Why it is so?

It is because the motion of petrol produce charges when the tanker moves. So the charge will flow to the ground through the chain. If the metal chain is not attached then due to the production of charges the tanker may get in fire.
