Why in permanganate ion, there is a covalency between Mn and oxygen ?

In `MnO_(4)^(-)` in highest oxidation state, viz., `+7` . In high oxidation state, transition metals form covalent bonds ( according to Fajan's rules as oxidation state increases, ionic character decreases) .
