The oxidation state of Cl in `ClP_2^(-)` is +3 and in `ClO_4^(-)` , it is +7. So , chlorine is present in highest oxidation state of +7 in `ClO_4^(-)` and it cannot increase its oxidation state. Hence `ClO_4^(-) ` does not disproportionates.
The disproportionate reaction of `ClO_2^(-)` is
`overset(+3)(3ClO)_2^(-)rarroverset(-1)(Cl^(-))+overset(+5)(2Cl)O_3^(-)`
