`(CH_3)_3P=O` exists but `(CH_3)_3N=O` does not.

N does not possess d-orbitals. The maximum covalency that it can show is three. Thus, it cannot link with three methyl groups along with O to form `(CH_3)_3 N=O`. On the other hand P with the help of d-orbitals can expand its covalency and form `(CH_3)_3P=O`.
