`PbCl_4` is more covlalent than `PbCl_2` .

A covalent compound is formed by sharing of electrons and an ionic compound is formed by transfer of electrons. It is energetically not feasible for Pb to lose 4 electrons to form `PbCl_4`. Hence, it shares four electrons with four chlorine atoms to form `PbCl_4`. On the other hand, Pb can lose two electrons to two chlorine atoms and form ionic `PbCl_2`.
