Why does `NH_3` form hydrogen bond but `PH_3` does not ?

Due to large difference in the electronegativities of nitrogen and hydrogen, N-H bond is highly polar which results in formation of intermolecular hydrogen bonding. In case of `PH_3`, the P-H bonds are non-polar and thus it does not form H-bonds.
