The basic nature of `NH_3` and `BiH_3` is because of presence of electron pair on nitrogen and bimusth respectively. However, bismuth being very large is size, the electron pair gets diffused over larger region as a result, the electron density on bismuth decreases which makes `BiH_3` a feebly basic.
Nitrogen atom is small in size has high electron density as electron pair is concentrated on a smaller region. This makes ammonia a strong base.
