For an organ pipe open at one end,
frequency of 1st overtone, `upsilon_(1)=(3v)/(4L_(1))`
for the organ pipe open at both ends,
Frequency of `3^(rd)` harmonic, `upsilon_(2)=(3v)/(2L_(2))`
As `upsilon_(1)=upsilon_(2)`
`therefore (3v)/(4L_(1))=(3v)/(2L_(2))or(L_(1))/(L_(2))=(2)/(4)=(1)/(2)`
