Why is ice at 273 K more effective in cooling than water at the same temperature ?

Ice at `0^(@)C` or 273 K is more effective in cooling than water at the same temperature because water at `0^(@)C` (273 K) takes heat only during rise in temperature where as ice at `0^(@)C` (273 K) takes its latent heat of melting during change of state and then it takes heat for the rise in temperature.
