`PE_(max) = 1/2 kA^(2) = 2xx10^(-4) J , PE = 1/2 kx^(2)`
Therefore, at ` x/A = 1/2, PE = PE_(max) xx (x/A)^(2) = (2 xx 10^(-4))/4 = 5 xx 10^(-5) `J
