N is divisible by 12, if N is divisible by 3 as well as by 4 for divisibility by 4 we have
`b = 2, 6`
For divisibility by 3, we have
`8+7+a+2+7+9+3+1+b= a a+b+37` is divisible by 3
i.e. `a+b+1` is divisible by 3
(i) If `b = 2`, a is divisible by 3 i.e. `a = 0,3,6,9`
`:.` least value of a is 0
